Before the industrial production area was built in the late 1960s, the building was used for the company canteen. Later it was used to store printed forms used in the production process. The highly bureaucratic state administration required a very large number of paper forms te be compiled for all aspects of personnel and production, so many that it required a separate building to warehouse them! Rovereto was the distribution center for forms to all 20 of Italy's (now closed) tobacco factories.
